Director of National Intelligence Tulsi Gabbard confirmed Wednesday that former President Barack Obama has been referred to the Department of Justice for criminal investigation, following an inquiry into the origins of the 2016 Russia collusion allegations against Donald Trump.
Speaking to reporters at the White House, Gabbard said her office’s investigation uncovered evidence that Obama directed senior officials — including then-CIA Director John Brennan — to manipulate intelligence in order to build the narrative that Trump colluded with Russia to win the presidency. She added that the infamous and discredited Steele Dossier was used as part of that effort.

"We have referred and will continue to refer all of these documents to the Department of Justice and the FBI," Gabbard said in response to a question from reporter Emily Jashinsky.
"The evidence that we have found and that we have released directly point to President Obama leading the manufacturing of this intelligence assessment."
Gabbard described the findings as damning, claiming there was “irrefutable evidence” that Obama and his national security team orchestrated the creation of a false intelligence community assessment. When asked whether she believed Obama’s actions amounted to treason, Gabbard deferred: “That’s a question for Attorney General Pam Bondi.”

In conjunction with her comments, Gabbard released newly declassified material, including a 2016 report showing that Russia did not work to help Trump win the election — undercutting the key premise of the original assessment advanced by Obama-era intelligence officials.
The Justice Department, now led by Attorney General Pam Bondi, will determine whether criminal charges are warranted.
