I'm not surprised that Biden has made the statement that he made on mandating vaccines. But I'll tell you what is surprising. It would be surprising if he stops here.
The first thing we expected from the Biden regime was for them to force all federal employees and contractors to get vaccinated against COVID. But they really took it to the next level.
What the Biden regime announced on Thursday was that not only are federal government employees going to be required to get vaccinated, but all employees who work at a company with 100 or more people will need either be vaccinated or tested every week.
White House Bureau Chief Patsy Widakuswara tweeted,
The Biden admin w/ enforce "substantial fines up to nearly $14,000 per violation" to employers that don't abide by the vaccine or weekly testing mandate for businesses with 100 or more employees that @POTUS will announce later today, per @WHCOVIDResponse Jeff Zients.

The expansive rules mandate that all employers with more than 100 workers require them to be vaccinated or test for the virus weekly, affecting about 80 million Americans. And the roughly 17 million workers at health facilities that receive federal Medicare or Medicaid also will have to be fully vaccinated.
Biden is also signing an executive order to require vaccination for employees of the executive branch and contractors who do business with the federal government — with no option to test out. That covers several million more workers.
In addition to the vaccination requirements, Biden is moving to double federal fines for airline passengers who refuse to wear masks on flights or to maintain face covering requirements on federal property in accordance with Centers for Disease Control and Prevention guidelines.
The rule would also require that large companies provide paid time off for vaccination.
